Official text and analysisA joint resolution proposing an amendment to the state constitution of 1963, by amending section 21 of article V and section 5 of article VIII, to modify the nominating process for the secretary of state and attorney general, to provide for gubernatorial appointment of the members of the governing boards of the University of Michigan, Michigan State University, and Wayne State University by and with the advice and consent of the senate, to limit the terms of university board members, and to establish certain eligibility requirements for membership on those university governing boards, including a requirement that the university boards be bipartisan.
